Prime Minister Nawaf Salam confirmed that what is being circulated under the name “framework agreement” is not an agreement or treaty, but rather a tripartite guiding framework for the negotiations aimed at determining their path to reach a final agreement, considering that the phrase “framework agreement” has caused many confusions. In an interview with LBC, Salam explained that this framework, if implemented, is supposed to lead to complete Israeli withdrawal from Lebanese territory, allowing the displaced to return to their villages and homes “a safe and dignified return.” Salam addressed the people of the south, saying that the text talks about the redeployment of Israeli forces outside Lebanese territory, asking: “What is the difference between redeployment outside Lebanese territory and withdrawal?”, stressing that what is meant is withdrawal from all Lebanese territory. He pointed out that the government is not an "amateur of negotiations," but it reached this option after two wars that left thousands of victims, pointing out that the last war caused more than five thousand martyrs and caused direct losses exceeding seven billion dollars, in addition to economic losses estimated at about 13 billion dollars. Salam stressed that the primary goal of the negotiating track is to stop the war and bleeding, secure the return of southerners to their homes, and restore stability.
